Roofing business ethics?

I gave a $200 deposit to hold a date for us but on condition that we still had another estimate forthcoming, and we were to contact him to finalize. Upon contacting him within 24 hrs. he refused to return said deposit. After deciding to go with another contractor I contacted Jerry about my decision to go with another company's described roofing methods. I am still awaiting the return of my deposit. Is this how a legitimate business would operate? Be wary!
